David Kueter, Of Counsel
David L. Kueter is Of Counsel at Holsinger Law. David’s law practice focuses on water law, water quality, real estate and land conservation. He has participated in litigation in state and federal courts, including water court appeals to the Colorado Supreme Court, and regulatory and administrative proceedings. David has also presented workshops and educational lectures regarding the intersection of water law and land conservation.
David graduated from Lawrence University in Appleton, Wisconsin and earned his J.D. from the University of Colorado School of Law. Following law school, David was affiliated with the firm of Harvey W. Curtis and Associates for over twenty years before joining Holsinger Law in the fall of 2018. David is on the Board of Directors for Wheat Ridge Localworks and is active in promoting alternative transportation as a leader of the Wheat Ridge Active Transportation Advisory Team. |

- Participated in litigation of numerous Water Court cases regarding new water rights, groundwater adjudication, changes of water rights, and plans for augmentation on behalf of applicants and opposers.
- Represented a land trust in a declaratory judgment action regarding enrollment of conserved lands in Federal water conservation programs.
- Represented land trusts and private landowners in quiet title actions.
- Successfully argued before the Colorado Supreme Court in support of assessment of costs in a Water Court case.
- Participated in numerous Court-directed mediation sessions, frequently leading to resolution of disputes prior to litigation.

- Successfully opposed granting of well permit application in hearing and on appeal.
Colorado Water Quality Control Commission and Water Quality Control Division
- Participated in numerous hearings regarding state water quality standards and in development of discharge permits and TMDLs.

- Successfully opposed application for gravel quarry on behalf of adjacent regional wastewater treatment plant.
